Summary0019972: Change status unavailable with bug_change_status_page.php
Description

If a user has the permission to change bug status
AND has no permission to alter a bug
AND desired workflow is also allowed
he can see the button and corresponding selector in view.php
and gets 'access denied' in bug_change_status_page.php

Status change can successfully be done with bug_actiongroup_page.php
