Description

I find to be convenient to allow a plugin to process the final list of users included in a notification

Currently for this purpose there are two events
EVENT_NOTIFY_USER_INCLUDE
EVENT_NOTIFY_USER_EXCLUDE
But these are triggered in a way that has no preference over default inclusion and exclusion procedures (rules for preferences, access levels, etc)

Having a chain event to process the final user list, would enable plugins to modify, add or remove arbitrary recipients.
