Summary	0022399: limit_reporters not filter correctly
Description	Hello, I have a global mantis scinded to two major cat. One for help desk, the second for bug traking. I have set limit_reporters on project Help desk When i connect with a reporter profile, if i select All Projects, i will see all Help desk tickets, but i cannot open it. The excepted behaviour is to not show these
Additional Information	On screenshot I'm connected with reporter damienf Il see ticket 152 only on All projects page Ticket 152 reporter is benjamind damienf get forbidden if he try to open 152(excepted behaviour) Ticket 152 would not be shown
