Please check resolution of the issues.
I assume the two issues which do not appear in change log have set resolution to a value that is not > $g_bug_resolution_fixed_threshold && < $g_bug_resolution_not_fixed_threshold.

If so, this is a known issue, see 0022404

Resolution state for these two issue was set to "open". Therefore they where'nt showing in the change log.

Is there a page in mantis in which you can define a list of resolutions linked to an issue-state?
I don't want to be able to select the resolution "open" when resolving an issue.

Is there a page in mantis in which you can define a list of resolutions linked to an issue-state?

Not possible, but a known feature request, see 0009139.
Some checking takes place when updating issues

This is what we check:

# Don't allow changing the Resolution in the following cases:
# - new status < RESOLVED and resolution denoting completion (>= fixed_threshold)
# - new status >= RESOLVED and resolution < fixed_threshold
# - resolution = REOPENED and current status < RESOLVED and new status >= RESOLVED

Setting to resolved as your original request is covered by 0022404 and your new request is covered by 0009139
