Summary	0023643: manage_tags_page index alphabet does not support arabic characters in case Arabic is selected
Description	In managing tags page in the top part of it there is an index by the alphabet. This index is only viewed as "ABCDEFGHIJKLMNOPQRSTUVWXYZ" even if the user selected Arabic as the preferred language.
Steps To Reproduce	1-Change your preferred language to Arabic 2-Select "تحكم" from the right menu buttons 3-Navigate to "التحكم بالوسوم" tab 4-Check the top Alphabet index 5-You will find that they are still in English Clicking on any one of them, nothing will be found if tags are not in English
