Summary	0005840: Flag bugnotes as deleted without actually removing them
Description	It would be nice if bugnotes were not actually deleted from the system but merely flagged as deleted so that history is not lost. It would be nice if there was an option to move the 'add bugnote textarea' to either above or below the list of bug notes. It's handy to see the most recent entered bugnote when adding a reply when ordered in ascending order.
