Summary	0007023: Editing users in a private project is awkward
Description	In a private project, when I want to change the access level of a user, I must first remove the user from the project, then re-add the user with the new access level. It would be nice if the project admin could click on the access level and change the access level on the fly similar to the way that the view issues page allows the user to click on the search parameters and change them.
