Summary	0007594: Add a custom include page above form in bugreport*_page.php for tips/guidelines
Description	I want to (and did) include a small HTML file above the bug report form in the bugreport*_page.php files. This allows me to advise reporters (especially if anonymous reporting is turned on, and for public projects) to review the guidelines and tips for creating useful reports. It also allows me to link to a description of the suggested workflow for custom statuses. When I upgrade to a new version of Mantis, the include() statement in those pages will be overwritten. So, I'm proposing making an include page there a standard feature that can be customized, like with custom headers (g_top_include_page), footers (g_bottom_include_page), etc. Perhaps g_bug_report_tips_include_page?
