Description

If you disable all email fields, you still recieve emails, when a bug is updated.

Steps To Reproduce

Select a bug for view.php
click the update bug button.
Do not change or only change textfields
Update the bug

Email is sent to everyone, who is allowed to recieve email.

Additional Information

This can easily be fixed, by adding the:
email_on_updated and email_on_updated_min_severity
fields into the user_pref_table.
And then adding this setting to the following files:
account_pref_inc.php
account_pref_update.php
lang/strings_english.txt
core/user_pref_api.php
