Release management plugin

I adapted Release management plugin originally created by Vincent Debout so that is now compatible with Mantis 1.2+ plugin system.

I wanted to post it into Plugin section, but I have no rights to do that.

I converted another plugin from Vincent Debout - BBCode with GeSHi code highlight. And I am still little confused where shall I put info about it.

The most official seems to be https://github.com/mantisbt-plugins but I was not able to push my plugin there (I never worked with git before, I only worked with svn).

So I for the moment I created this repository:

You can write to the developer mailing list http://www.mantisbt.org/mailinglists.php to get rights to push to a repository on https://github.com/mantisbt-plugins

I'm using Mantis 1.2.9, and would have it sending notification email to all project users when a new release of this project is available.
Is this plugin performing this function?
