Bug in 1.3 upgrade

Upgrading from 1.2 to 1.3 I found a major bug and a documentation error. The documentation fails to point out that while in 1.2 the custom*.php files were in the root mantis folder, in 1.3 they must be in the config/ folder, which 1.3 sets as the default config location. Took a while to figure that out.

The major bug is as follows: we had our tables starting with an underscore, as in _bug_*. The upgrade routine will not upgrade using a prefix of _, which I believe was the default in 1.2. Either way, there is no way to get the upgrade program to upgrade tables with that prefix, so there is in effect no way to update the schema. Upgrade done and re-done, each time exactly according to the instructions. I can use any prefix or no prefix, but tables starting with _ will not be upgraded under any situation. This is most frustrating.

I am facing same issue but i think it was not a bug. This happens due to some incompatibilities of setup configuration.
