Summary	0000527: Cannot add new categories to a project (0.14.99)
Description	Adding a category to a project does not work. But a page comes up that says "zzz".
Steps To Reproduce	Go to the Manage Projects page, edit one of the projects, and try to add a Category.
Additional Information	On line 20 of manage_proj_add.php3, there is listed: echo "zzz"; exit; Removing this line will make it work as it should.
