Summary	0011212: on signup sent an email to administrator instead of new user data base entry
Description	If a new user presses the button "Signup" an email is sent to the mantis administrator(s). It would be useful if the signup page could be extended by some additional entry fields like "full user name", "department", "assigned projects" etc. (best practice would be a configurable signup page). The entered informations are sent to the mantis administrator(s). A administrator can now check the provided infornmations and creates the new account.
