Summary0021834: Access Denied when trying to change the status for a ticket to "Resolved" using a developer account.
Description

After upgrading from Mantis version 1.2.17 to 1.3.2, I am getting "Access Denied" when changing the status for an assigned ticket to Resolved. I noticed that this happens only for newly created projects after migrating the database to the new version. This won't happen for any old projects.

Actual Result: Getting an access denied when changing the status for a ticket to "Resolved" using a developer account.

Expected Result: Ticket is changed to resolved successfully.

Steps To Reproduce
  1. Login with a "developer" account.
  2. Go to any assigned ticket for any newly created project (after migrating the database).
  3. Try to change the status for ticket to resolved.
