It concerns options in: "Manage -> Manage Configuration -> Workflow Thresholds -> NOTES Capability".

Settings "Delete notes", "Update note" can't be turned on for users "viewer", "reporter", "updater", "developer". However users "manager", "administrator" have this settings always turn on (described in issue 0007290). Any change of this settings is ignored, settings behaves always in the way described above.

Example:

1. I'm logging on "administrator" account.

2. In section "NOTES Capability" I change:

   • "Update notes" check it for "developer"
   • "Delete note" check it for "developer".

3. I'm logging on "developer" account.

Result:

In view issue, at comments I don't see buttons "edit", "delete", "make private", and they should be there.

Those buttons will be not visible also for users "viewer", "reporter", "updater" if the options "Update notes" and "Delete note" will be turned on for them.
