Please post what you set as parameters in your config_inc.php file, most likely the problem is there.

I would also like to know how to acccomplish this.

Don't forget to increase the memory limit in mysql my.ini file

Looks like you didn't install PHP properly. Lets start with which windows binary you downloaded.....the insaller package, or zip package?

Are you running mantis on a linux platform?
