Is it a private project?
If yes, check that you assigned the user as developer to the project.

Use page Manage > Configuration > Workflow Transitions page to set the options the way you want.
Setting configuration option values to NULL via the generic configuration option page makes no sense.

You can simply put an URL into a note or description, e. g. something like that

I am not able to reproduce.
Might depend on the web server or browser you are using.
I recommend to check the web server and PHP log files for errors and warnings.
Check also the browser console for any errors or warnings, try also disabling any browser plugins you might have installed.

I recommend to post this question in a phpMyAdmin forum.

Did you set $g_status_enum_workflow in config/config.inc.php or status_enum_worflow in database?
For that, check also page Manage > Configuration > Workflow Transitions

Are you able to reproduce the issues using latest 2.26.2 where we fixed some issues caused by using newer (>= 8.2) PHP versions.

That depends heavily on the operating system you are using and is not a question related to MantisBT, but Apache and MySQL.
I recommend to ask this question in a forum of the operating system and/or to search the web for that.

Not sure if I understand your issue.
You have to enter the numeric issue id of an existing issue into the relationship field.
