I schould add this line in the config file
$g_enable_email_notification = ON
and not
$g_enable_email_notification = 'ON'

thats true its an IE problem
I have found the error so I can add issues using IE, I have changed one line in the PHP code and now it works with IE
if anyone need it I can give him the solution

I have installed the lastet version of Mantis, everything is working properly but I cant find in the "Account Perfermences" the options about sending mails: Email on new, Email on assigned... so no mails are sent when a new issue is added
does anyone know why? do I have to try the older version ...

iv installed Mantis but when i try to Report Issue it doesnt do anything, I cant view any issue in the view issues, and nothing is aded in the database
I just click the button submit report, the button become disabled and nothing else changes, even the page still the same with the same values in ...
