Meanwhile I installed MantisBT 1.2.11 on another system (Windows 7 x64 & WAMP 2.2)
Created 2 users with Reporter access level (User Names : Reporter-1 & Reporter-2)
Created 1 user with developer access level (User Name : Developer)
Created 1 Test project

Case 1: Tried with Default ...

I already did suggested settings, still having issue...

I am using MantisBT 1.2.11 (just upgraded from 1.2.4) with WAMP on Windows 7

After up-gradation, I found, user with reporter access unable to reopen the closed/resolved issue
It is only available only if user had reported it
It should be available to all users having reporter access level ...
