my problem is this - the person I assign an issue to does not get the attachment to the issue. What is wrong in my configuration? Where do I need to go to fix it?

Note that when you send a reminder to a user they are also added to as a monitor of the issue and will receive email notifications for all issue updates. So if you want to restrict notifications to an individual manager rather than all managers on the project, this might be the best option for you ...

You can use "Send a reminder" on "View Issue Details" for it.

I know I can only assign an issue to one person (and I have that working well), but how can I also send a copy of that issue to another person e.g. the project manager, at the same time?
