We need help (ie a referral to a programmer) that can help us to upgrade our current install of MantisBT version 1.2.19 to Version 2.5. Suggestions on where we can find someone to help us? Currently running PHP 5.6, when we tried to update to 7.0 Mantis BT broke so we rolled back PHP to 5.6.

I'm getting the following error and have been unable to resolve. I've tried a couple of solutions mentioned in other sections of the forum but so far nothing has worked for me.
