@ajai2417 - sounds like you don't want issue details updated after issue is reported. Something you can try... You can uncheck 'Update Issue' permissions in the workflow thresholds for all others access levels except reporter but still allow developers etc to assign an issue, change status and add n...

Importing users via CSV is a MantisHub exclusive plugin.

Note that when you send a reminder to a user they are also added to as a monitor of the issue and will receive email notifications for all issue updates. So if you want to restrict notifications to an individual manager rather than all managers on the project, this might be the best option for you.
