Hi.
I have the same problem on new Debian Server Verson 6.1.0-26, PHP 8.2.24 on Apache/2.4.62 (Debian) with mysql Ver 15.1 Distrib 10.11.6-MariaDB.
During installation I get "Checking URL to installation BAD"
"Can't retrieve web page at 'https://...."
I tried to install stable 2.27.0 and nightly ...
