I am working with Mantis 1.0.0 RC2; I need for viewer access level only the new status (adding an issue to Mantis) and close status (resolved issue on Mantis); Access Levels on Workflow Thresholds configuration page are the following:
Report an issue --> disabled for viewer
Update an issue ...
