Had the same issues.
Fix:
In ALL instances of PHP.INI in the Apache directory and all subdirectories, (or anywhere else there is a PHP.INI), you must comment out all ZEND references. Restart Apache and you should be good.
Zend apparently does not play nice with Mantis.
