The first thing to do is secure your xampp installation (see the xampp security page).
Assuming you have your xampp directory as c:\xampp
Extract mantis to c:\xampp\htdocs.
This will give you a folder c:\xampp\htdocs\mantisbt-1.1.6
Rename this folder to c:\xampp\htdocs\mantisbt
