Do you mean you can not log in at all with any users?
Not sure about your problem, but maybe its related to http://www.mantisbt.org/bugs/view.php?id=11535
If so then comment the crypt as its shown in the issue. Also wondering what is your PHP version.

Yes, you can do it on the administrator interface. I dont have mantis in front of me, but as far as I remember it is on the page where you can configure the flow. You can set the minimum access level which is required to change the status of an issue at a certain stage. Set the credentials to Admin ...

I have no idea, since I tested this a lot, and so far almost nobody experienced issues. The only guess I have is to try port 465, instead of 587. I dont think it would help though.

I had a mantis setup which allowed anonymous login, but have not seen the issue you mentioned. Probably helps if you post your php, sql, mantis version, if somebody with more experience reads your post.

I'm afraid there is no built-in automation for that so far. You can write you own php routine which does this and then run it as a scheduled task. As far as I know Cas has a related plugin.

I dont think this type of tool exists. It would cause lots of problems like if you internally and customers externally file an issue then there will be issue number duplications, notes duplication and so on.
