Try with original version of language file, or just try whether the behaviour changes if you choose another language where you didn't modify anything.
I just want to be sure, that the problem is not caused by any customization.

I do not recommend to use this, because at first sight this seems to be a patch for older versions of MantisBT.
You can try to contact the author by adding a note at the issue.

Which plugin? At first sight I can't see any plugin attached to the linked issue. There are just some replacements for files of older versions of MantisBT.

First of all another investigation: Did you have a look at your webserver logfiles? Any warnings, errors, missing files ...? Until now I had not much time to have a look at the posted HTML code. It seems that you changed files of standard delivery. (at least messages) I think further investigations ...

This is a long known feature request, someone provided a patch for it some while ago, but this is still not part of standard MantisBT

MantisBT's own tracker is also version 1.2.3

Are you sure you are working with the right database?
Or maybe you started upgrading twice on the same database?
I am pretty sure that there was no mantis_tag_table in version 1.0.6 !
