Olegos was correct. The option you need is the "Limit reporter's access to their own issues" option on the Manage -> Manage Configurations -> Workflow Thresholds page. There should be a checkbox immediately to the right of the issue. Once turned on, this restricts users with a Reporter acc...

You can have emails sent to any access group you want ( I assume you are Manager or Administrator ). So you could set it up to send an email to the "Managers" group for each new issue. I don't believe you can tell it to only send an email about new issues if they are not assigned to anybod...

I don't have 1.1.5, but whatever this "guest" access level is, uncheck all the boxes under that column. As long as all the boxes under the "User who reported issue" column are checked, they will still receive notifications about their own issues.
