In current version of MantisBt every user can set the timezone in his own account settings.

AFAIK there is no UI for this

If you use version 1.2.x this can be customized wihh page Manage->Manage Configuration->Manage Columns

I don't understand what you mean with this. One account connects to one system.

Handelt es sich um eine Neueinstallation von MantisBT 1.2.1 (oder ggf. von einer anderen Version, falls ja welche?) oder um ein Update aus 1.1.x? Gibt es irgendwelche eigene Anpassungen im Original Source Code? Gibt es irgendwelche eigenen Erweiterungen (custom strings, Funktionen, ....) Sind weiter...
