Surprised I haven't been able to find reference to this...

It seems the create/report and view screens show tags, but the edit screen does not (and cannot). How does one add or remove tags on an existing issue? Closest workaround I've found is to clone, set the tags on the newly created issue, and then delete the old issue. Seems rather cumbersome.

There is a X button right beside the tag name where you can detach the tag from the issue.
The deafult setting is, that just developers, managers and administrator are allowed to detach.
Maybe you don't get the button because of missing access rights for it.

Or perhaps I was having trouble seeing straight this morning!

The ability to add and delete tags is right there in the "View Issue Details" screen, above the edit buttons. Maybe I had a config screw up or I was looking too hard in the edit screen.
