I am a developper and I would like to add some functionnalities to Mantis, which could be very interressant for everybody (for example, add custom field for project or user, allow to affect multiple custom-fields to multiple people...).
So I would like to know exactly what is the way to follow to do it properly in order to propose my enhancements??
Is-it possible to propose my enhancements?

I think that someone was working on this already (paulr).
The best way to propose a new feature and implementation is to write it up in a bug report at http://bugs.mantisbt.org/ . The main mantisbt site has guidelines for coding style. When posting changes, it is best to post a difference file (diff -u) as well as the original files.
