it seems like the security setting for viewing reports is set to "manager"

I want to allow access to the reports to people who do not have he ability to manage settings in the system.

Can you define custom access levels? like a reporter or viewer type + report viewing ability?

For instance our CEO should be able to view reports but not change the system.

Basially, I want some people to have read access to everything but no write access.

This isn't currently supported. There has been a proposal to make the access levels more flexible, but that will be in the next release. (see #5381).

What version of mantis do you invision this happening in?

And is there a announcement thread somewhere that lists upcoming features and the project schedule? (i.e. when is the next version happening?)
