Can the Mantis notify the manage upon new issue reported

I'm using 1.0.0rc1.

Can the mantis send email to notify the project manager that a new issue is created?

Yes, assuming that the manager allows it in their preferences.

Go to manage -> manage configutation -> email notifocations. Check the box at the intersection of the "Status becomes new" row and the "Manager" column, and save the change.
