Reporter can not close the issue

I had set "allow_close_immediately"=1, but the reporter can not close the issue which the status is resloved. And they can not add Notes
How to deal with it?

There is a checkbox on the Manage -> Manage configuration -> Workflow thresholds page which says "Allow Reporter to close Issue". Check it if unchecked.
