Does anyone know what this means or how to fix it? I am only getting this error on the "Report Issue" page. It is on the top of the page above everything else. There are no other errors except this.

You get this error messagae when your language file does not contain this specific string variable. I use mantis 1.2.2 with english language and my file has it. If u use the same then maybe you or somebody else unintentionally modified this file. In this case download mantis again and overwrite your <mantis>/lang folder
If u use a difeerent language then maybe its not localized properly. Open the proper language file in the folder above and search for the string "directionality". If it is not there, then do what you still can try to resync with the original.
If still not there then add the following line to your language file:
$s_directionality = 'ltr';
