This is not related to MantisBT and I am pretty sure not the cause of your problem.
Did the update work ever before?
Which version of MantisBT do you use?
Is this a new installation?
Is there any customization (plugins, custom functions, changes of original source code, ...)

Did you reboot the server?
Is the problem just when updating bugs using "Edit" Button, or also every other action which changes a bug (adding a note, assigning, ....)?
Are emails working in your system?

Check the contents of database table mantis_email_table
The table should be empty or contain just a few (<10) rows.
