Hi,
I am changing a user from "reporter" to "manager".
The Admin panel does show the new status of the user as "manager", but when the user logs in, it always shows them as "reporter".
They have tried logging in and out, closing all IE browsers, etc. I have made the change multiple times but everytime they login, it shows them as "reporter" still.
This is with mantis version 0.19.2. Everything else seems to work well.

I would guess that this is an issue to do with permissions on a site-wide basis vs. a project basis.
Are you setting the manager right just on one project, or on the entire site?
If it's on the one project, make sure that the user is selecting the correct project (especially as opposed to 'All Projects': I wouldn't be surprised if this has bitten everyone at one stage or another).
If, on the other hand, you are setting the permission for the entire site then make sure the user doesn't have an explicitly set 'reporter' level on the project/s they are checking. I believe the project level is preferred, even if it is less than the site level.
