Unable to raise more than 1 log per day per user id

Hi,

We are using Mantis 1.1.8 and facing issue whereby each user id can only raise one log in Mantis per day. When the same user try to raise 2nd log/subsequent logs, hit the error as follows :

APPLICATION ERROR #2800
Invalid form security token. Did you submit the form twice by accident?

Basically our users can only raise one log per day per id. Please advice how to resolve this issue. We are using PHP 5, My SQL 5.0

Unfortunately I dont know what can cause this, but I'd like to implement it to our system
