E-mails Notifications

How set email notification that assigned issue got emails only manager (not receive reporter assigned issue emails)
and closed issue emails got only reporter (not receive manager closed issue emails) ???

Notifications can be configured on page Manage > Manage Configuration > E-mail Notifications.
The UI should be clear.
If not, add a screenshot of your settings too see what you have set, and tell if there are any e-mail notifications missing or if there are users getting notifications that should not get them.
Be aware that users can also exclude notifications on their own My Account > Preferences page
