Unable to reach local host

I am trying to evaluate Instant Mantis. I have installed and have run imstart.cmd. This seems OK

When I enter http://localhost:8008/ in IE7 I get a message that says

The requested page cannot be displayed

Host is unreachable
WebMarshal Proxy was unable to reach the host localhost

Reason: No connection could be made because the target machine actively refused it.

This can be caused by:
Bad or misspelled URL
Following an invalid link
Problems with your network connection and/or transient conditions on the Internet

It is probably because of the proxy. Don't use the proxy to access to Instant Mantis.
