Is it possible to add another user to a bug, so that he will receive email notifications, too?
I didn't see any GUI elements for that, but maybe I'm just blind...

There is nothing to do that with Mantis. But you can add this feature by:
- customizing a custom function (issue_create I think): add automatically someone in the monitoring list (it is not a GUI operation and the "someone" should be determined by a script).
- installing one of my plugin (MyReport) that allows you to add one (or more) user to the monitoring list during the bug report.
