Hi, i wrote a plugin that adds users to the monitor list if their username is mentioned in a bugnote. I use the '@'-tag, the same way '#' works for bugreports. And users can add an Alias to their names, in case the username is too long or hard to remember for others.

1. Now i would like to know, does this exist? - of course i looked, but now things are getting serious, so i better ask

2. What are the steps to take, to bring my work to others/public? - is there a predefined way to publish plugins?

I am not aware that there is such a plugin.
