I'm using the Mantis 1.2.8.
I found that a new issue is not created automatically when we chose to change its status directly from "View Issues".
(See the display RecurCall_KO below)
But it's working fine when we open the issue and chose "Change Status" (see display RecurCall_OK )

thanks for spotting this.
Problem here is that the event "EVENT_UPDATE_BUG", is not integrated in the used functions from the view issues page.
So rather than adjusting core, think this should be fixed by the mantis team.
