opening attachments in a new window

I've been having the same "issue" with Mantis. I think it is indeed better to open attachments in a new tab, but I understand that it should be an option. I made a Pull Request that sets it as an option: https://github.com/mantisbt/mantisbt/pu ... -894098593.

A community contribution fixing this issue was just merged in master branch, will be part of MantisBT 2.27.0.

To me, the solution provided worked perfect with both, PDF and images files.
