Defaulting all "Reporters" to be handled by QA

I want to make all people with only "Reporter" access to have all their bugs automatically be assigned to QA instead of the assignee currently handling the particular category.
This way, when a beta site enters a bug, the email will go out to the QA email address so that one of the QA engineers can go and verify the bug and assign it to the proper developer.
Currently the only way i can see to do this is to disable the auto-assignment so that all bugs are left unassigned then QA would handle them all, however, this wouldnt sent out the email, and we find the auto-assignment is useful and dont want to give it up if there is another way to accomplish this.
Is there a way force all users with only "Reporter" access to not be able to choose a category? thus the category would default to one that we set up to prompt QA to be the gate-keepers for these bugs and prep them for the developers. Perhaps as a future feature, Mantis needs a checkmark for "private" for each category so that "Reporters" could be set to only be able to pick a "public" category which could be set up as this gate-keeping category.
