i have mantis 1.1.1 installed currently 20 users are working on it can it support 150+ users or how many users it can support

There is no builtin limitation.
For example MantisBT's own installation at http://www.mantisbt.org/bugs has more than 12000 users.

Of course, there would be problems if all of them submit issues at the same time ....
