i want to add bug_update_page.php / Update Issue button in Access Level = Reporter

I recommend to use "Updater" access level instead of "Reporter"
IMO this is the better way than changing default rights of "Reporter"
But if you want, you can use "Manage" -> "Manage Configuration" -> "Workflow Thresholds" to adjust the rights of reporters to your needs.
