error in configuration

Mantis v 1.0.5
In Workflow Thresholds configuration i can not set "Who can alter this value " fields. If i change them from administrator to example manager and press update configuration it will still be administrator. How to solve this problem?

Are you logged in as an administrator?
Have you looked for a bug report here?

It may be a bug in 1.1.2. Submit a bug report and see if any of the devs can help you out.

I did that and it was said that the issue was not able to be duplicated. Didnt do me much good.
