Mantis readonly and more

Hi,
i try to do some simple things with mantis, maybe somebody can help me with that.
1) I try to set the newspage to the default page after login.
In my config_inc.php the row with the code "g_news_enabled" is set to ON
but when im loggin in, i get my summary page instead of the latest important news.
2) I try to prohibit the creation of new issues for the most active users.
Is there an easy way to do this?
